Thoughts I wrote in the comments of bug 20521 centered mainly around
making Wget's existing --header option support appends (as it once did)
for those headers that allow it, and do automatic overwrites of those
that are defined not to. Your way seems more straightforward, especially
if "doing the right thing" breaks extensions to HTTP (where "single
value" headers might conceivably accept multiple values for some servers).

Anyone like to comment on this approach/implementation? (I haven't
looked closely at the patch)
