I have developed an enhancement to wget to do exactly what Bin Wang has
requested. The proposed command line option for this enhancement is
--unfollowed-links used as follows:

wget http://some.site.com/ --unfollowed-links /path/to/output

I have submitted the enhancement multiple times to multiple maintainers and
it has never been incorporated into wget.
