Only recently did we introduce this feature to Wget.
In the current git sources, commit
b9e5c<http://git.savannah.gnu.org/cgit/wget.git/commit/?id=b9e5c3e8b342c2fedfd4465191dfef85132ada58>introduces
the --no-config option which
will ignore any wgetrc files on your machine. It will be a part of the next
release.
