I was a bit harsh but if it were possible I would prefer to drop
Changelogs altogether.  I am sure there are people who find them useful,
but I think they are very few and they can be easily helped to start
using "git clone" and "git log" if they are interested in the
development history of wget.

We will still need to provide a more-or-less changelog formatted commit
message for these tools, but that is surely better than having to deal
with merge conflicts almost for any commit.
