[Bug-wget] GSOC Idea 1:Doubt on test suite

Hi !

I started working on GSOC Idea 1.
I am currently going through RFC 959. Halfway down. Meanwhile I also
decided to go through the existing test suite. I got a little stuck. Sorry
if it sounds a bit beginner level, haven't read much of source code lately.
I wanted to know more about pre-hooks and post-hooks and conf in the
BaseTest class. I didn't completely understand what they do. According to
my understanding, pre-test and post-test hooks are executed before and
after the issuing of wget command. Is that correct?
