Could please share correct comment type regarding to provided credentials?
Use the environment variable 'ftp_proxy' (in lowercase) for that.
$ ftp_proxy=http://proxy.abc.com:31281 wget --user=user1 --password=pass1
ftp://ftp.abc.com
