I forgot to mention that 'make install-pdf' didn't work:
# make install-pdf
Making install-pdf in po
make[1]: *** No rule to make target `install-pdf'.  Stop.
make: *** [install-pdf-recursive] Error 1

It does work on xboard-4.5.3a:
# make install-pdf
test -z "/usr/local/share/doc/xboard" || ./install-sh -c -d 
"/usr/local/share/doc/xboard"
 /usr/bin/install -c -m 644 xboard.pdf '/usr/local/share/doc/xboard'
