Indeed thanks for the tip.  grub-mkrescue does do the right thing,
however, as far as I can make out it only works for one platform
(i386-pc or x86_64-efi) at a time.

In other words if I run it with the i386-pc library directory it makes
a fine legacy BIOS ISO image for both iso9600 and hard disk.  Likewise
if I run it with the x86_64-efi library directory it makes a fine UEFI
ISO image for both iso9600 and hard disk.

It will not, however, make a single image that combines all 4
combinations.  At least I can't figure it out.

Indeed I have learned quite a bit from reading the source code there.
