Yes. I built xorriso version 1.4.2 with this patch applied using Buildroot 
(buildroot.org), and tested in a chroot environment:

# xorriso -version
GNU xorriso 1.4.2 : RockRidge filesystem manipulator, libburnia project.

GNU xorriso 1.4.2
ISO 9660 Rock Ridge filesystem manipulator and CD/DVD/BD burn program
