bug on FreeBSD 4.5

I am running zebra and ospfd 0.93b on FreeBSD 4.5

It only works properly if I have tcpdump running. If I stop tcpdump, it no 
longer seems to see the OSPF information coming from the other router.

I don't know if this is a bug in FreeBSD or in zebra. It is probably 
FreeBSD, because I don't get the same problem with another machine running 4.7.
