The NEWS template (with the ??? in it) has to be on exactly line 3 of the
NEWS file for the maint.mk rules to work correctly.  I've added a 2 line
preamble to the NEWS file (per coreutils) so that it will work for future
releases.

Apologies for the unexpected push - I was very surprised to find that
running `make prerelease' as directed by HACKING runs `git push origin master'!!
Not that I ever expect to run that rule again, but it would be a lot safer
to only have make targets mess with the local git repository, and leave the
user in control of when to push, so that there is time to undo mistakes,
improve log messages etc before publishing the result...
