I got the first comments and I guess that the proposed solution is that you're
already planning to do. I was told that debian/rules should not download the
contents of the egg. If there's not a .tar.gz of the egg, the .orig
should be fetched
with a chicken-setup -fetch or with a {svn,cvs,...} export.

Since you are more experienced creating Debian packages,
please upload one and I will help you creating more packages. I don't
have permissions thus I could send the files to you.
