It seems to work for me here.  I haven't waited for the full checkout to
complete, but it starts copying files.

Do you get the same behavior if you use a web browser as client (i.e.,
pointing your web browser to https://code.call-cc.org/svn/chicken-eggs).

Regarding to the configuration, nothing has changed.
