Comment:

 In my opinion, if IUP was installed system-wide its libraries and headers
 should be placed in a system wide default path.

 If this is not the case, however, one can always set CSC_OPTIONS to list
 an include path that should by searched by egg installations. Listing some
 arbitrary collection of search paths in the egg setup script doesn't look
 like a good idea to me.
