[Chicken-users] A small set of libraries

Since I continue to produce small but useful libraries for Chicken,
I've decided to make a few public:

Right now I only have up my format-hiding "out" function.  More will
accumulate over the next few weeks.  Many of my libraries need a
little more commenting before others see them.  :)
