Windows Services for Unix is a peer of Win32 that runs directly on
the NT executive, rather than on top of Win32 as Cygwin does.
It provides a Unix environment with no compromises, but with very
limited interoperation with Win32 programs.
It's a free download from Microsoft, but it's pretty obscure stuff.
I used it once to port a large C++/Solaris application cleanly.
