yeah, but in a distributing images sense it does make a difference, at
least for someone that does have rights to use multiple Windows
installations.

Anyway I was just thinking it would make an easy testing halfway point
for people.

No, it sounds like you are right.  However, in an economic sense it
doesn't matter whether the seller or the buyer pays the Microsoft
tariff; the bottom line is that Windows images cost a lot more.
