[cp-patches] FYI: Update japhar link

Hi,

As one of the GNU webmasters pointed out, the original japhar website is
no more (or more accurately, now displays something completely unrelated
[and non-work safe in some countries] to the runtime we all know and
love). This updates all links I could find in the wml and texinfo files:
