Not knowing much about the locale stuff this may be a dumb question,
but why are we using class files to store locale information, instead
of simpler "flat" files stored as resources in glibj.zip that get read
and interpreted at runtime? There is a lot of overhead associated with a
class file, not only size but also at runtime with class loading, etc.
Just curious.
