I'm committing the attached patch to alter the defaults in the
DecimalFormatSymbols to those used in Sun's implementation, as
discussed on the list and IRC.

        (DecimalFormatSymbols(java.util.Locale)): defaults
        changed to "?" and "XXX" to match a nuance of Sun's
        impl. along with documentation
