[cp-patches] 2nd SimpleDateFormat patch on behalf of Ito Kazumitsu

I'm committing the attached SimpleDateFormat fix from Ito Kazumitsu.
It makes sure that the DST offset is 0 for timezones of the form
GMT(+/-)HH:MM.
