Committed the attached patch which fixes bug 13610.

        * javax/swing/JTabbedPane.java
        (Page.setDisplayedMnemonicIndex): Added check for index being -1
        before calling title.charAt(index).  Eliminates
StringIndexOutOfBounds error.
