[cp-patches] StAX API

Further to Anthony Green's suggestions on IRC, I have written theclean-room StAX API classes, see attached (NB some methods not yetimplemented). An implementation will be forthcoming.

As soon as we clarify the licensing status of the StAX API wrt BEA, Ican contribute these classes to Classpath.
