Yes, the plan is to have a module/category 'libgcj' in the 'gcc' product
that tracks bugs specific to libgcj runtime issues or classes that are
still libgcj specific (there aren't that many actually).
The bugs in the 'classpath' product should all be "generic bugs" not
specific to any specific runtime or execution model.
