I got no responses to my earlier query ... so I thought I'd
follow up with my decision.  This corresponds to what
"classpath" did for the "javax.naming" glue, and to what
libgcj does everywhere (except it's missing an indirection
to a separate LIBGCJ_LICENSE file).

It's my understanding that this basically means that folk
are able to use the entire "gnujaxp.jar" in any kind of
application (Free, Open, or Proprietary) if they don't
make any changes.  The same can be done with a GCJ
compiled native code, linked either dynamically (like
the LGPL) or statically (unlike the LGPL).  Modifications
to the library code have to be made public, of course.
