* configure.ac (missing_progs): Rename to...
(missing_doc_progs): ... this.
(DOC): New variable. Used to indicate whether to documentation
files can be built.
Make it non-fatal if the documentation can't be built.
* Makefile.am (SUBDIRS): Use $(DOC).
