Well, it may have been due to a missing /dev/zero.
But the NetBSD 5.1/x86 machine I was testing on has /dev/zero:
NetBSD 5.1 (GENERIC) #0: Sat Nov 6 13:19:33 UTC 2010
Welcome to NetBSD!
-bash-4.1$ ls -l /dev/zero
crw-rw-rw- 1 root wheel 2, 12 Dec 20 2010 /dev/zero
-bash-4.1$ test -c /dev/zero
-bash-4.1$ echo $?
