Log message:
* rcs.c (findnextmagicrev_proc): New function to find
all rev numbers with the required number of dots and matching
initial substring.
(findnextmagicrev): New function to walk the symbolic tag list
calling findnextmagicrev_proc() to get a list of used rev numbers
and choose the highest suitable one.
(RCS_magicrev): Use findnextmagicrev().
* sanity.sh (branches5): New test for it.
