There's no cvs-utils web page so far.  My personal web page (URL
below) has served this role so far.  I agree I should eventually put
something up specifically for cvs-utils, but I haven't had the time,

clcleanup, cl2patch, cvs-is-empty, cvsclean, cvsdiff, cvsdiff2,
cvsdir, cvslntouch, cvsmove, cvsreload, cvsreloadall, cvsu, fixpatch
and newcvsroot.
