I'm sorry, I thought it's another list!  I thought your were asking about
CVS Utilities a.k.a. CVSU.  This list is for GNU CVS Utilities, a.k.a.  
cvs-utils.

That said, cvschroot is in CVSU, not in cvs-utils.  The homepage for CVSU 
is http://www.red-bean.com/cvsutils/

Again, sorry for offtopic and for misleading answer.  I cannot comment on
the status of GNU CVS Utilities.
