Summary:  dchub has problems compiling on some platforms

Original Submission:  On at least alpha and ia64, and probably other platforms, 
dchub 0.4.0 fails compilation:

plugin.c:461: conflicting types for `plugin_get_hub_user_start'
../plugin/dchub_plugin_api.h:106: previous declaration of 
`plugin_get_hub_user_start'
