I have the same problem. Here is the answer from pgi support a week ago:

I also tried to use pgdbg with ddd in the past and I came across the same
problem. At the time I was told the problem was with the pgdbg prompt.
That is, ddd works with debuggers that have a prompt like 

(gdb)

or 

(dbx)

but pgdbg has the prompt

pgdbg>

I was told that one could change the ddd code to incorporate a different
prompt but I do not know how to do it. I also tried without success to
have the pdg people to change their prompt.

I hope that this can be of any help. If you ever solve the problem let me
know.
