Summary: srv/Classification: addition of operations

* Removed raw-clnt and lablgtk-clnt from default compilation (default:
  makefile target) in preperation of changing network message
  definitions.

* srv/Classification: get_tag_id_list is now get_tag_list and returns
  couple of tag_id and tag_label (useful for the client, for latter
  interrogation). 

* srv/Classification: added get_questions_matching_tags to select a
  subset of questions from a set of tags.
