Summary: Checks of administrator rights for rpc stop_server()
Keywords: 

* Add srv/Participants.is_administrator auth: returns true if auth
  contains the administration group. With autotest.

* srv/Participants.get_groups: returns empty list in case the login is
  not found.

* net/Messages.stop_server() returns an error code and has a different
  method number (100 instead of 20: increased numbering space for
  standard methods). Add rt_not_enough_rights error code. With
  autotest. 

* srv/Work.stop_server: check administrator right.

* srv/Work: deleted uneeded autotest code. 

* srv/Work.initialize_work: if in autotests mode, initialize the
  generator with a known seed.
