Summary: new rpc: create_tag(), tag_info(), max_tag_id() and update_tag()
Keywords: 

* lablgtk2-client: creation of Tags module to handle "Manage tags"
  window.

* net/messages.xdr: simplify return codes: now use generic
  rt_already_exists and rt_not_found return codes (instead of previous
  specific rt_participant_already_exists, rt_question_...). Update
  server and client code accordingly.

* srv/: new rpc: create_tag(), tag_info(), max_tag_id() and update_tag()
  (with server autotests).
