Summary: web: new dialog to add a new question (with some responses)

  New dialog to add a new question (with some responses). A checking is
  made on the validity of new question and responses. After user
  confirmation, they are added on the server.

  Update all machinery for the new dialog (dialog registration, new
  buttons, ...).

  - new functions "is_valid_response" and "is_valid_link" for checking
    without raising an exception;

  - "check_link" no longer raises Invalid_format if the link is empty.

* web/addResponse.ml.nw

  Minor cleanups.

* web/session.ui.nw

  New template "make-hyperlink" to produce a clickable hyperlink, i.e.
  <a href="link">link</a>.

* web/.arch-inventory

  Consider "demexpweb.ui.bin" and "demexpweb.cgi" as junk (i.e. ignored
  by Arch).
