Summary: (bug fix) allow creation of empty participant base without autotest 
mode

  If the server was compiled without autotest mode, an empty participant
  base was not created. This is now fixed.

  The function "initialize_default_participant_base" is renamed into
  "make_empty_participant_base_with_root" (more explicit name).
