In fact, this seems to be the magic needed for local install:

configure --prefix=/home/rshann/local/ --sysconfdir=/home/rshann/local/
--datarootdir=/home/rshann/local/share/
--datadir=/home/rshann/local/share

I think there may be other things (to do with lang etc)
