Under the insert rest insertion menu. In the Arranger shortcuts I have
the spacebar set to do it. Generally, when you can't find something just
following the menu logic then searching for likely words in the manual
(specifically the table of all commands that is in the menu will often
get you the command name and location in the menu system - I update that
table for each release).

It is a bit thin, but you can get the cursor on it - you can use the
right arrow to step object by object back, looking at the status bar to
see what you are on. Also left clicking gets you the edit for the object
you hit, when you hit the tempo directive you will be able to change or
delete it. Once you are on the object after a directive backspace
deletes it, or when on it Del deletes it (usually, the shortcuts are a
user choice...).

Ah, so it allows you to create something the typesetter won't print:(
It should check for you I guess. Sounds like a bug
