Details:

With a growing number of scripts and commands we can't assume any longer that
commands do not refresh the display unless told so. 
What were once higher level scripts now became low-level commands and parts
of even more sophisticated scripts.
And some built-ins do refresh the display on there own.

To the point: The bigger the script, the longer it takes, the more noticeable
is the scripts processing, an unpleasant view for the user who don't know
whats going on in the background.

We need the opposite of RefreshDisplay, a command that stops updating the
display so we can deactivate updating on command-start and activate it again
on command-end manually. (Maybe the re-activating could be put into
RefreshDisplay).
