No, two different kinds of certs: letsencrypt is for the web site being
visited (i.e. to avoid an untrusted/dangerous site warning in your
browser), the 'Unknown Publisher' message applies to installers not
registered with Microsoft's as known publishers/applications.  (i.e.
one is for sites on the internet, the other for applications on your
local computer)
