This is not a directive, but a stem-control object, it controls the
display.

so you have to go and execute Initial Automatic Voice.
I think this is worth a bug report - the stem-control directive
shouldn't mimic the appearance of a voice change object (i.e. the thing
you get when you invoke
Object Menu ▶ Directives ▶ Typesetter ▶ Voices Choose Voice
Instead it should communicate its true nature - control of the display
stem direction.
