Indeed, institutions are already investing significant amounts in locally developed solutions given market failures, which leads to redundant effort. Indicative use cases are discussed.
They reported little support for a 'subscription-based software development corporation'.
The service will act as a portal for the discovery of Australian people and organisations by clustering entries created by partner agencies, with links to related resources. org to present a selection of libraries close to your zip code. It is also interesting to see the focus on national collaboration, and working with national organizations to create shared approaches. Library staff tend to be disappointed that the drive-in users do not make use of other services; not unsurprisingly, they 'express delight' about library enthusiasts.
I found it strange that the report's focus is one potential answer to this set of issues, rather than the issues themselves and a range of possible answers.

Users were enthusiastic about embedding links to relevant staff in results, based on a match between search terms and a librarian profile. And in some cases share them.
Because Sakai exists, it is is suggested by some, Blackboard is more responsive to standards issues and the hope is that it may lead Blackboard to lower prices. It makes interesting reading, especially because it is unusual to read materials in this area which have such a self-conscious policy, rather than technical, focus.
