Not sure,  i think the word excluding would be more appropriate here,

it could be that for under 19's to attend there is so much paperwork,
such as crb checks, its easier not to have under 19's.  This I agree is
not an excuse,

Like Joe said,  paperwork etc.  you need to ensure that every staff
member is crb checked but what about people attending,   I am sure that
crb checks are not needed for things like this, you can go to fosdem, as
 an <18, take part in talks / discussions without all this paperwork
nonsense.

The about page does state this

Social Impact Camp is monthly meetup of charity workers and agencies
that are interested in how to measure their organisation's social impact.
