[Dfey-masters] Adding another root

Hello,

I'd like to suggest adding an additional root to dogfish.  Currently I'm
the only root actively involved in day-to-day administration (both Tim
and Ben seem to be quite busy with their other stuff), and so it would
be helpful to reduce the amount of reliance on me and also increase the
number of people able to carry out superuser actions.  Four seemed to be
a good number, and without Connor there are now only three of us.

What do you all think of this?
