Size of Supply(Vdd metal 1)

If I use lamda as the design rules, what is the best
size for Vdd(metal 1) to cover 1000 transistors.

Is there any procedure that I can follow? 

Someone suggested that I calculate the max current
then decide the size. It is possible to do but I need
other suggestion before start doing this technique.
