Thats the limitations on the daughter-board LO. In combination with the FPGA DSP, the overall chain you can tune you down to 68.75MHz - BW/2 + host_rate/2, where BW is 40MHz: http://www.ettus.com/uhd_docs/manual/html/dboards.html#wbx-series
You can tune lower depending upon how much of your baseband spectrum that you are willing to tolerate outside of the passband of the WBX.
