My indirect experience with ISE/Verilog on Xilinx hardware is that even
if the thing passes timing and
  looks "sane" in the simulation, there's no guarantee that it'll work
on the actual hardware, especially
  when the hardware is near full. So specific ISE version dependencies
shouldn't be a surprise to anyone.
  Sigh.
