The PLL not locked error is just because you've (or someone) has asked for a frequency tuning on the device that isn't possible, so the hardware is saying "can't do that".
The GCD messsage is a warning. Given the message you should just have used an interpolation of 1 and a decimation of 2.
Others can comment on the overall-sanity of your flowgraph.

INFO: Rational resampler has user-provided taps but interpolation (512) and decimation (1024) have a GCD of 512, which increases the complexity of the filterbank. Consider reducing these values by the GCD.
