How are you determining that they are shifted?

So, you don't have framing, so there's simply no knowing for the receiver which one was the first bit. You'll need to add a framer of sorts.

The devices I am using are USRP N210. They are connected to my computer through a switch and the distance between USRPs is only 1 meter. The flowgraph I made can be seen in the attachment.
